Agora Vancouver targets Web Content Accessibility Guidelines (WCAG) 2.2 Level AA and practical use on narrow, low-cost Android phones. This beta uses server-rendered pages, native form controls, visible keyboard focus, text status labels, reduced-motion and forced-colour support, and layouts designed to reflow at 320 CSS pixels and large text.
Keyboard and screen-reader structure
A skip link moves focus to the main content. Pages use named navigation landmarks, one primary heading, labelled native controls, fieldsets for response choices, text error summaries and status regions. Choice, deadline, quorum, threshold, verification tier, authority and methodological limits are written in text and do not depend on colour or charts.
JavaScript, drafts and connectivity
Core reading, filtering, advisory participation, private intake, tracking and moderation forms submit to the server without JavaScript. With JavaScript enabled, long public forms can save an optional draft only in the current browser tab. Hidden fields, security tokens and passwords are excluded. The draft is not sent until submission and is cleared after a successful receipt. Offline or failed-network pages never claim that a response or private submission was recorded.
Print records
Every public proposal version offers separate print-ready proposal, advisory-results and Civitas records. Each retains the exact version, tier, authority and interpretation limits when printed or saved as PDF.
Known limits
This development pass and its documented test matrix are not an accessibility certification. Independent testing with people who use TalkBack, VoiceOver, screen magnification, switch access and voice control remains required before public promotion. The beta is English-only and web-only; it does not yet provide translation, telephone, in-person, Easy Read or Braille participation. Those exclusions can bias who participates, so open-beta results must remain labelled self-selected and unverified.
