Moderation, appeals and corrections
Routine moderation can restrict public display, but it does not erase the preserved record. Every consequential action records a published rule, reason, accountable actor and time. Dangerous or potentially illegal material uses a separate restricted handling path.
Viewpoint-neutrality rule: criticism of a campaign, government, police, health authority or institution is not itself grounds for suppression. A criticism-only report may receive no action or a contextual label, but not a restrictive sanction.
Privacy-safe aggregate reporting
Exact counts are published only when every nonzero category, outcome and appeal cell meets the frozen minimum of 5. Evidence, complainant details, private intake links and restricted notes are never part of this report.
