Advisory response rule under test
Yes percentage is calculated from Yes + No responses. Abstain counts toward turnout but not the Yes/No denominator. A proposal is shown as passing its demo rule only when it reaches the threshold and quorum displayed in that exact immutable version.
What that does not establish
The rule does not establish representativeness, legal validity, informed consent, demographic balance or protection against coordinated participation. Those require recruitment design, verification tiers, audit and independent evaluation.
Transparency metrics
The public-accountability dashboard uses method version 1.0.0 and derives only aggregate public projections. Every metric states its definition, numerator, denominator, inclusion/exclusion rules, refresh time, source tables and privacy rule. Open-beta, verified-resident and verified-elector tiers remain separate. A suppressed proposal-version participation cell contributes no exact count, and the moderation aggregate is completely withheld when any nonzero cell is below five. The dashboard contains no analytics tag, user profile, individual choice, identity proof, private submission, restricted note or actor ID. Read every metric definition and review the method change log.
Evidence method
Public contributions distinguish factual evidence, personal experience, opinion, cost estimates and institutional statements. Each preserves an exact source snapshot and latest human review label. A correction or response is a new linked record; external links are not crawled and verification is not a finding of truth.
Private intake method
New bearer codes contain 120 random bits. A distinct application secret derives a verifier; only that verifier is indexed. Status and appeal events are immutable, sequence-checked and projected through fixed public text. Service-route configuration is versioned, jurisdiction-scoped and informational only.
Analysis cards
Scorecards are structured prompts, not facts. A production review should link each material claim to a source, expose uncertainty, log model and prompt versions, allow human correction, and separate automated drafting from final authority.
Official records
Where the beta later displays Council information, corresponding City minutes and enacted instruments remain the official record.
