This release is a working demonstration published for testing and feedback before a complete legal or institutional review. Features, retention and governance may change. Proposal wording, rules and windows change only through dated immutable versions; a material correction after participation opens resets or suspends that version’s window.
Participation limits
- Responses are self-selected.
- One response per browser cookie and exact proposal version is attempted, but it is not identity verification.
- The active tier is Open beta — unverified.
- Verified-resident and verified-elector roles are disabled placeholders for later privacy and legal review.
- Residence, age, citizenship and elector status are not checked.
- Results are not a scientific poll and must not be described as Vancouver public opinion without qualification.
- All votes are advisory and have no legal effect.
Private intake and service limits
A tracking code is a bearer secret shown at receipt. Only its keyed verifier is stored. Lookup returns fixed safe status events, not submitted wording, identity, internal identifiers, appeal reasons or reviewer notes. Agora Vancouver is not monitored for emergencies and does not dispatch help, file a police report, reserve shelter, request health care, or create a bylaw or City service case. The routing page displays reviewed configuration and sends nothing.
Evidence and source limits
Structured contributions and source snapshots stay private until human review creates a separate immutable public item. Source-status labels describe citation review, not proof of truth, identity or institutional authority. External links are not crawled; HTTP file upload is disabled.
Moderation limits
A report creates no automatic sanction. Routine restriction changes only public display and preserves the underlying record. Criticism alone cannot receive a restrictive action. Public moderation counts use complete small-cell suppression, while complainant evidence and private reasons stay restricted. Dangerous or potentially illegal material still requires an approved human/legal operating procedure before launch.
Civitas limits
Every current Civitas entry has institutional authority not verified status. The entries demonstrate what a future staff process might publish; they are not responses from the City, Council, Vancouver Coastal Health, the Province or any other institution.
AI limits
Blurt2Bill may use a server-only OpenAI provider when configured. Without it, the page supplies an explicitly non-AI worksheet. Drafts remain private and provisional until accountable human review. Assistance cannot vote, decide authority, impose moderation or make policy.
Campaign context
This project may communicate a candidate’s proposed approach to civic engagement. Sponsorship, expenses, platform statements and advertising use require separate campaign-finance review and record-keeping.
