Interpretation limit: counts describe records in this independent advisory beta. Open-beta participation is self-selected and unverified; Civitas is a proposed workflow, not a City department. Timing does not establish fault or misconduct, and recorded cost is not audited expenditure.

Metric definitions and source tables

Public proposals by stage and jurisdiction

A count of each current public proposal record, grouped by its responsible jurisdiction and current lifecycle stage.

Numerator: The number of current public or public-trace proposal records in each jurisdiction-and-stage group.
Denominator: All current proposal records that have a public record or public lifecycle trace at refresh time.
Inclusion and exclusion: Includes one current record per public proposal, including a public withdrawal or rejection trace. Excludes private drafts, intake-review records with no public event, superseded versions and private duplicate suggestions.
Privacy and suppression: No person-level count is used. These are already-public civic records, so small-cell suppression does not apply.

Advisory participation by separate tier

The sum of current response positions from public, threshold-safe proposal-version windows, reported separately for each participation tier.

Numerator: For each tier, the sum of public turnout values from included proposal-version windows. This is a count of response positions across proposals, not unique people.
Denominator: The number of current public proposal-version windows configured for that tier, with included and withheld windows reported separately.
Inclusion and exclusion: Includes only a window whose public aggregate explicitly passes its frozen small-cell rule and whose nonnegative Yes, No and Abstain counts sum to turnout. Excludes every suppressed, inconsistent or threshold-unsafe window rather than reconstructing or estimating it. Never combines open-beta, verified-resident and verified-elector tiers and never deduplicates a browser across different proposals.
Privacy and suppression: A suppressed, inconsistent or threshold-unsafe proposal-version window contributes no exact turnout or choice count. The dashboard defensively rechecks whole-number arithmetic and a threshold of at least 5, then reports only how many windows were withheld.

Civitas response timeliness

A count of public Civitas cases by whether a substantive response was on time, late, pending, exactly due or overdue.

Numerator: The number of public cases in each mutually exclusive timing status.
Denominator: All public Civitas cases at refresh time.
Inclusion and exclusion: A response is on time when respondedAt is at or before the stored deadline and late only when it is after. A no_response position is not substantive. A case is due, not overdue, at the exact deadline; it becomes overdue only after that instant.
Privacy and suppression: These statuses summarize already-public case records and contain no participant or private-submission data.

Overdue Civitas cases

Public cases whose stored response deadline has passed without a substantive response.

Numerator: The number of public cases currently classified as overdue.
Denominator: All public Civitas cases at refresh time.
Inclusion and exclusion: Uses only the proposal title, exact version, jurisdiction and public response deadline. Excludes accountable-owner IDs, restricted notes and authority-proof records. Lateness is a timing fact and does not establish cause, fault, negligence or misconduct.
Privacy and suppression: Every listed case is already a public accountability record; no person-level or private intake fields are used.

Implementation milestone status

A count of public implementation milestones by their latest append-only status, with separate missed-target and completed-late timing facts.

Numerator: The number of public milestones in each latest status, plus counts currently past target and completed after target.
Denominator: All public milestones attached to public Civitas implementation plans.
Inclusion and exclusion: Uses only the latest status event for each milestone while retaining the public history on its source record. A target is missed only after the stored expected instant. Timing labels do not infer misconduct.
Privacy and suppression: Milestones are public delivery records rather than participant groups, so person-level small-cell suppression does not apply.

Published implementation cost comparison

Currency-separated totals comparing implementation-plan estimate ranges with latest published actual costs, only where both are available for the same plan.

Numerator: For each currency, the summed minimum estimate, maximum estimate and latest actual cost across comparable public plans.
Denominator: The number of public implementation plans with both a published estimate range and a latest published actual cost.
Inclusion and exclusion: Excludes not-estimated plans, plans with no actual cost and all restricted notes. Keeps currencies separate and does not add milestone costs to plan costs, preventing double counting. Totals are recorded values, not audited expenditure.
Privacy and suppression: Costs describe public implementation records, not individuals. Missing amounts remain missing and are never estimated by the dashboard.

Privacy and suppression: The counted notices are individually public accountability records; their restricted source material is not queried or displayed.

Inclusion and exclusion: Includes structured report and latest public outcome classifications. Excludes complainant evidence, tracking-verifier linkage, restricted reasons, private intake, actor IDs and underlying contribution content.
Privacy and suppression: Withholds the complete aggregate when the total or any nonzero category, action or appeal cell is below 5, or when category/outcome totals are inconsistent; complementary cells are not published.
